Ser un Gobierno innovador, transparente y sostenible, que impulsa equitativamente el desarrollo económico del Cantón, brindando calidad, excelencia y eficacia en sus servicios; que institucionaliza la participación activa de los ciudadanos en la gestión y optimiza sus recursos para el aseguramiento del buen vivir de todos sus habitantes.
